⚡Key points of this article
  • →The self-consumption bonus has been abolished by the arrêté of 1 June 2026: new installations can no longer claim it.
  • →The 5.5% VAT rate has required five cumulative conditions since 1 January 2026: an installation of ≤ 9 kWp, a residential property (regardless of its age), a carbon footprint of the panels below 530 kg CO2eq/kWp (PPE2-V2), heavy metals within the limits, and an installed EMS (Energy Management System). Without an EMS, the 20% rate applies to the whole installation.
  • →MaPrimeRénov' does not cover photovoltaic panels: this is a common mix-up. It funds insulation and heat pumps, not electricity generation.
  • →Local aid can supplement the national schemes (5.5% VAT, regional grants) without any restriction linked to the EDF OA bonus (abolished since June 2026) and the surplus buy-back rates. Check france-renov.gouv.fr according to your postcode.

The reduced 5.5% VAT rate

The VAT applicable to a residential photovoltaic installation is a tax lever that is often underestimated but potentially significant. In France, the applicable rate depends on several cumulative criteria and can range from 5.5% to 20%.

Conditions for the reduced rate

Article 279-0 bis of the French General Tax Code (Code général des impôts, CGI) provides for a 5.5% VAT rate on work to improve the energy performance of homes. For solar panels, five conditions must be met simultaneously:

  • Installed capacity ≤ 9 kWp: above this threshold, the 20% rate applies to the whole installation.
  • Residential building, whatever its age: new or old home, the reduced rate applies in the same way.
  • Carbon footprint of the panels below 530 kg CO2eq/kWp (PPE2-V2 certification): compliance can be checked free of charge on certisolis.com.
  • Heavy metals within the limits: silver below 14 mg/W, lead below 0.1%, cadmium below 0.01%.
  • An EMS (Energy Management System) installed: since 1 January 2026, an energy management system has been required to qualify for the reduced rate. A Linky smart meter on its own is no longer enough; without an EMS, 20% VAT applies to the whole installation, including the panels and the inverter.

When these five conditions are met, 5.5% VAT applies to the entire service: panels, inverter, cabling, mounting supports and installation labour.

Decision tree: which VAT rate applies to my project?

Is my installation ≤ 9 kWp? NO VAT 20% YES Is my building a dwelling? NO VAT 20% YES Are my panels compliant (carbon, metals)? NO VAT 20% YES Is an EMS installed? (since 2026) NO VAT 20% YES VAT 5.5% Saving: ~1,450 € on 10,000 € excl. VAT

What remains subject to the 20% rate

  • Installations with a capacity above 9 kWp.
  • Home batteries, whatever the capacity of the installation.
  • Panels that are not PPE2-V2 certified.
  • Installations on a building that is not a dwelling (shed, business premises).
  • Installations without an EMS (Energy Management System) since 1 January 2026.

On an installation costing 10,000 € excl. VAT, the difference between the two rates amounts to a saving of 1,450 € (5.5% VAT = 550 € versus 20% VAT = 2,000 €). It is therefore essential to check the certification of your panels before signing the quote.

The simplified certificate

For your installer to be able to invoice legally at the reduced rate, you must provide a certificate attesting to the residential use of the property (tax form no. 1301-SD or equivalent). This document is generally included in your RGE installer's administrative file and must be kept in case of a tax audit.

The 6 steps to receive your aid

From the quote to the bonus paid by EDF OA, the administrative process follows a well-marked sequence. Here are the six milestones that structure a residential photovoltaic project, from signing to the first payment.

MaPrimeRénov' and solar panels

MaPrimeRénov' is the main energy-renovation aid programme, run by the French National Housing Agency (Agence Nationale de l'Habitat, ANAH). It is funded by the State and open to all owner-occupiers and landlords, with no income conditions for certain works.

⚠ MaPrimeRénov' does not fund photovoltaic panels that generate electricity. This is a very widespread mix-up. The programme is aimed exclusively at reducing a building's energy consumption (insulation, heating), not at generation.

What MaPrimeRénov' actually covers

The works eligible for MaPrimeRénov' mainly include: insulation; replacing one's heating and/or domestic hot water system; installing a controlled mechanical ventilation system (VMC); solar thermal water heaters (for domestic hot water production only, not to be confused with photovoltaic solar panels).

Combining PV and thermal renovation

If you plan to combine your photovoltaic installation with insulation work or a heat pump, this additional work can qualify for MaPrimeRénov' independently of the PV panels. The two operations are handled separately: the 5.5% VAT rate on the photovoltaic side, MaPrimeRénov' on the thermal renovation side. For more information, contact your France Rénov' adviser (France Rénov' is the public home-renovation advice service; you can find your nearest advice centre here: France Rénov').

MaPrimeRénov' applications must be submitted directly on MaPrimeRénov.gouv.fr.

Regional and local aid

In addition to the national schemes, many local authorities (regional councils, departmental councils, urban communities and municipalities) offer aid specific to residential photovoltaics. This aid varies greatly from one area to another, in both form and amount.

How do you find the aid available in your area?

The official portal france-renov.gouv.fr lists the aid available by postcode. Enter your address to get the list of schemes active in your municipality, département and region.

You can also contact your nearest Espace Conseil France Rénov' (ECFR, a France Rénov' advice centre): these impartial, free advisers will guide you through all the aid you are eligible for. The list of reception points is available on the same france-renov.gouv.fr portal.

ℹ Some regional aid schemes impose specific conditions (income ceilings, installers based in the region, maximum capacity). Always check the full terms and conditions before signing your quote.

Combining aid in 2026: what is possible

To maximise the funding of your project, it is essential to know which forms of aid are compatible with one another. The following table summarises the main possible combinations:

Frequently asked questions

What financial aid is available for solar panels in 2026?
Since 1 June 2026, the EDF OA self-consumption bonus has been abolished. The aid available is: VAT reduced to 5.5% for residential installations of ≤ 9 kWp with PPE2-V2 certified panels. Regional or local aid that varies by area may also exist, but cannot be combined with the self-consumption bonus.
How much is the self-consumption bonus (prime à l'autoconsommation) in 2026?
The self-consumption bonus was abolished by the arrêté of 1 June 2026. Installations connected before that date keep their bonus under the scale in force on their connection date. For new installations, no bonus is paid.
Does the 5.5% VAT rate apply to all solar panels?
No. Five conditions must be met simultaneously: the installation is ≤ 9 kWp, the building is a dwelling (whatever its age), the carbon footprint of the panels is below 530 kg CO2eq/kWp (PPE2-V2 certification, which can be checked on certisolis.com), the heavy metals are within the limits, and, since 1 January 2026, an EMS (Energy Management System) is mandatory. Without an EMS, the 20% rate applies to the whole installation.
Does MaPrimeRénov' (the French home-renovation grant) cover photovoltaic panels?
No. MaPrimeRénov' is intended for thermal insulation, heat pumps and renewable heating systems, not for photovoltaic electricity generation. It can fund solar thermal panels for domestic hot water, but not photovoltaic solar panels. This is a common mix-up, which is why it is important to check the eligibility criteria on france-renov.gouv.fr.
Can several forms of aid be combined for solar panels?
Since the bonus was abolished (arrêté of 1 June 2026), the combination restrictions in Article 13 of the arrêté of 6 October 2021 no longer apply to new installations. 5.5% VAT and local aid can still be combined with one another.
